Developing Business Requirements

In November 2016, the City of Boulder released a public forecasting tool that anyone can use to develop scenarios for whether a municipal electric utility would successfully provide comparable rates to the incumbent. Staff relied in part on an extensive series of business requirements that I developed while an employee. To do this, I worked with a mentor in the IT Department to establish a business analysis framework, and conducted interviews with multiple city staff who would need to be able to use a cash flow model. I worked with staff in finance, communications, IT, utility billing, and sustainability to identify critical data inputs and outputs, and the questions that a cash flow tool would need to be able to answer.
